Protect Canadians in Their Own Homes

Ottawa, ON – Today, Arpan Khanna, Conservative Shadow Minister for Justice and Attorney General of Canada, sent the following letter to the Minister of Justice and Attorney General of Canada calling on the Liberal government to keep Canadians safe in their own homes:

Dear Minister Fraser,

It is time for action.

Your government has spent considerable time taking victory laps and running taxpayer-funded advertisements telling Canadians they are safe. But Canadians want to know: safe from what?

Our homes are supposed to be our sanctuaries. They are where we raise our children, protect our families and feel secure. Yet, after 11 years of Liberal government, too many Canadians no longer feel safe behind their own front doors.

Look at what is happening across our country.

In rural Oxford County, in the community of Zorra, masked men armed with a firearm invaded a family’s home while the residents were inside.

In Toronto, a recent home invasion saw a father and his two daughters shot, while another family member was attacked with a hammer.

These are not just headlines. These are families whose lives have been changed forever. These are communities living with fear. Canadians are locking their doors, checking their windows and going to bed wondering whether someone will break into their homes.

Canadians are sleeping with their eyes open. This is not normal, and we cannot accept it as normal.

The numbers are equally concerning. According to Toronto Police data, there were 112 home invasions by October 8, 2026, representing a 47.4 per cent increase over the same period last year.

Canadians do not need another announcement, another press conference or another government advertising campaign. They need action.

Conservatives have put forward concrete legislative solutions:

1. The Stand on Guard Act (Bill C-270)

This legislation would strengthen Canada’s self-defence laws by establishing a presumption that force used against an unlawful intruder who threatens people inside a home is reasonable, unless the evidence establishes otherwise. Canadians should not have to fear being treated like criminals for defending their families.

2. The Safe at Home Act (Bill C-293)

This legislation would establish a stand-alone Criminal Code offence for violent home invasions, with a mandatory minimum sentence of five years, a maximum sentence of life imprisonment and reverse-onus bail provisions. Breaking into someone’s home, threatening their family and terrorizing innocent people must carry serious consequences.

3. The Jail Not Bail Act

Your government voted against our legislation, which would have strengthened bail provisions, prioritized public safety and made it harder for repeat violent offenders to return to our streets. While your government has since introduced additional bail reforms, Canadians deserve a justice system that consistently puts public safety and victims first.

Minister, stop relying on Band-Aid solutions. Stop celebrating announcements while families are living in fear.

For years, Conservatives have warned that changes introduced through Liberal Bills C-5 and C-75 weakened important safeguards and contributed to growing concerns about repeat offenders and public safety. Now, Canadians are less safe and they deserve a justice system that holds offenders accountable.

It is time to deliver real results.

That is why I am formally calling on your government to support and pass the Stand on Guard Act and the Safe at Home Act without delay, and to work with us to strengthen protections against repeat violent offenders.

Conservatives are prepared to work with your government to move this legislation forward as quickly as possible. This should not be a partisan issue. Keeping Canadians safe should be a shared priority.

Your government has an opportunity to act. I urge you to take it.

Canadians deserve to feel safe in their homes.

Protect families. Stand with victims. Restore safe streets and safe homes.
